The advance registration system for shipments (ACI) is a new customs system in accordance with Article 39 of the Customs Law No. 207 of 2020 and the decisions of Dr. Mohamed Maait, Minister of Finance No. 38, No. 328, No. 430 and No. 490 of 2021. This system is not new globally, but it is in accordance with international standards issued by the two customs organizations. (WCO) and World Trade (WTO).

The pre-registration of shipments (ACI) system comes within the framework of the strategic direction of digital transformation in the Egyptian state by applying technological solutions in all sectors and projects to lead Egypt towards the new republic. Within the framework of developing, simplifying and mechanizing the work system at the Customs Authority, the gradual shift from a paper-based work environment to digital, the governance of import and export procedures, the speedy release of goods, and trade facilitation, which is reflected in reducing costs and improving Egypt’s ranking in international competitiveness indicators, facilitating trade movement, and stimulating investment. 

The pre-registration of shipments (ACI) system aims to serve the international trade movement and support the presidential directives towards enhancing Egyptian exports and protecting the Egyptian citizen from goods of unknown origin or source, so that the ports are gates for the transit of goods only and not as places to store them, as well as reducing the time of release and then the cost of releasing goods and using Data and electronic documents and dispensing with paper documents. The trial operation of the Advance Cargo Registration (ACI) system for marine shipments has commenced from April 1, 2021.

And the mandatory operation of the advance registration system for shipments (ACI) on marine shipments began as of October 1, 2021. The advance registration system for shipments (ACI) depends on the availability of shipment data and documents (for the commercial invoice and the final or initial bill of lading) at least 48 hours before shipment so that the concerned authorities can From monitoring any danger to the country through the risk management
