Japan expands sanctions against Russia

Japan has imposed a ban on the export of 164 types of goods to Russia, including automotive engine oil, lithium batteries, plastics and steel products, the Ministry of Economy reported. 

The Japanese authorities have decided to expand sanctions against the Russian Federation and replenish the lists of goods prohibited from import into Russia, according to a press release from the Ministry of Economy of Japan.

The ban on exports to Russia has been imposed: 

  • Engine oils;
  • boilers and equipment for them;
  • Lithium-ion and nickel-hydride batteries; 
  • measuring, photo and optical equipment;
  • hand-held electric tools, including grinders, machines for processing wood, cork, hard rubber and hard plastics; steel products (in particular, pipelines for oil and gas);
  • products made of base metals;
  • plastics and products made from them (e.g. nitrocellulose);
  • inorganic chemicals (hydrogen chloride, aluminum hydroxide);
  • Precious metals; 
  • mineral fuels and oils and their distillates;
  • bituminous substances and mineral waxes;
  • tungsten powder, molybdenum, cobalt, zirconium, rhenium and others and their products;
  • yachts, pleasure or sports vessels, kayaks, canoes, light boats;
  • Fire boats;
  • crane vessels;
  • floating docks;
  • Drilling or production platforms. 

These additions will come into force on April 17, and the Ministry of Economy plans to specify the lists of goods prohibited for delivery to Russia by April 10. The Cabinet of Ministers approved the introduction of a ban on the import of non-industrial diamonds of Russian origin, measures to ban their import will take effect from May 10, the Ministry of Economy said in a statement. 

The lists of prohibited goods include various types of vessels - fire and crane vessels, floating docks, floating and submersible platforms for drilling and resource extraction, yachts, and sports vessels.

It is prohibited to import fossil fuels, mineral oils and products made from them such as motor oil; products of inorganic chemistry and precious metals, as well as their inorganic compounds (hydrogen chloride, aluminum hydroxide), plastic and items made from it (nitrocellulose); tungsten, molybdenum, cobalt, zirconium, rhenium and products made from them.

The ban will affect steel products, including pipes for transporting oil and gas, electrical equipment and its parts, including lithium-ion and nickel-hydrogen batteries; heating boilers, power tools, grinding machines, equipment for processing wood, cork, hard rubber and plastic.

At the same time, the lists of promotional items included optical equipment and photographic equipment, measuring and testing devices, precision rangefinder equipment, their parts and accessories. Microtome and thermostat are mentioned as examples of this product category.

At the same time, Tokyo prohibits the import of non-industrial diamonds of Russian origin; the ban will come into force on May 10.

The Russian Embassy commented on Japan's export restrictions

The Russian representative office in Tokyo called the restrictions another unfriendly step.

The export restrictions announced by Japan against Russia on Friday are another anti-Russian step by the administration of Prime Minister Fumio Kishida. This was reported to a TASS correspondent at the Russian Embassy in Tokyo.

"We consider these restrictions as another unfriendly anti-Russian step by the Kishida administration," the diplomatic mission noted.

At the same time, the embassy explained that "the restrictions adopted are, in fact, a specification of the sanctions package introduced by Japan on March 1 this year."

Tokyo imposed another package of sanctions against Russia on March 1. At that time, 12 individuals and 36 organizations were included in the sanction’s lists. In addition, the Japanese government announced a ban on exports to the Russian Federation of goods that "may contribute to strengthening Russian industrial potential," but did not provide a list of sanctioned goods. At the same time, it was announced that Japan, in addition to banning the import of non-industrial diamonds from the Russian Federation, would prohibit the purchase of such stones, even if they were processed outside the Russian Federation, but the date of entry into force of this ban was not announced.

On April 5, the Ministry of Economy, Trade and Industry clarified the list of goods that are prohibited from being supplied to the Russian Federation. 164 product categories were added to the general list, including engine oil, lithium-ion batteries, pipes for gas and oil pipelines, nitrocellulose and others. These restrictions will take effect on April 17th.

The ban on the import of non-industrial diamonds of Russian origin, as announced, comes into force on May 10. It concerns stones from 1 carat. In case of import of diamonds up to 1 carat, an appropriate permit from the Minister of Economy, Trade and Industry is required.
